Links between mitigation and adaptation actions

The Paris Agreement’s goal explicitly links adaptation to the mitigation goal of limiting global temperature rise to below 2 degrees C (3.6 degrees F). The implication is that if mitigation activities limit global temperature rise, less adaptation will be required. Synergies between mitigation and adaptation actions

A total of 170 NDCs have some degree of integration between mitigation and adaptation, whether stating a common vision of low carbon, climate resilient development or recognising that actions for mitigation objectives could provide climate resilience benefits and vice versa. Out of these, 101 NDCs explicitly recognise synergies between mitigation and adaptation such as by describing low carbon or climate resilience co-benefits of proposed actions and strategies for maximising these co-benefits. However, only 37 nations seek to address adaptation and mitigation in concert (e.g. Panama, Costa Rica, Honduras and Chile), or have sections in their adaptation components explicitly highlighting the mitigation co-benefits of adaptation action (e.g. Nauru and Bahrain).
